Carl Madzelan

Over the past 20 years of experience as an information security professional, I have gained extensive industry expertise and a strong understanding of the legal and ethical considerations in our field. My length of time working in the field of cybersecurity speaks to my commitment to practice in the field. I believe I have been a member in good standing for several years.  I maintain multiple industry-recognized certifications and effort to both grow and sustain my skills so I may be a valuable resource in any organization or team.  I offer to be of service to our local chapter as well as our national partners by contributing and supporting the mission, fellow board members, and stakeholders to advance our nation’s security. Robert Blucker CISSP, CISA

am the Vice President of Information Security for Everence Financial in Goshen, Indiana, where I have worked for over 30 years. Everence Financial is a highly regulated national financial services organization serving states from California to Virginia with services ranging from Credit Union and Trust services to Annuities and Medicare Supplement insurance. I have led the creation and implementation of the cyber security program at Everence for well over 20 years, beginning with HIPAA Privacy/Security and GLBA in the early 2000s. I have had my CISA certification since 2005 and CISSP since January 2007. I serve as Security Officer and Privacy Officer for Everence, including our bank and Credit Union, leading audits from the OCC, NCUA, and various state insurance organizations. I also oversee Everence IT Infrastructure and the Third-Party Risk Management program.

 

Professionally, I have been a member of InfraGard for over 10 years, serving on the board since 2021. I am also a member of ISSA, ISACA, and FS-ISAC.

 

In my personal life, my wife and I have been married for 30 years. We have three wonderful children. Our oldest will graduate from medical school this spring; the middle is currently a junior in college, and the youngest is a senior in high school.

 

My wife and I have spent over 20 years leading youth programs in our church, including numerous mission trips, both domestic and overseas. As a family, we enjoy being outdoors, hiking, fishing, kayaking, and spending time with friends and extended family.

 

David Ayers

David Ayers is an experienced public relations counselor, with more than 36 years of experience advising companies and organizations in both the public and private sector. His past experience includes representing companies, such as Cummins Inc. and Caterpillar Engine Division, as well as the Indiana Tobacco Prevention and Cessation Agency and Indiana Black Expo, among others. A proficient and experienced writer, David’s experience includes working with the news media and his work includes having his clients featured on “60 Minutes”, “Good Morning America” and the “CBS Morning News”, as well as Esquire, GQ, USA Today, The New York Times Weekend Edition, as well as numerous newspapers, TV/radio stations and digital media outlets, as well as trade media publications worldwide.  

 

Currently, he serves as the Communications Manager for the Indiana Executive Council on Cybersecurity (IECC). In that role, he is responsible for creating and overseeing the content of the Indiana Cybersecurity Hub website. Since July, David has been responsible for serving on an interim basis in the role of the State of Indiana’s Cybersecurity Program Director and works closely with the leadership of the IECC to oversee the day-to-day administration of the Council. He also works with the chairs and co-chairs of the IECC’s 15 committees and working groups and assists them in the coordination and completion of the deliverables and objectives, as outlined in the IECC’s 2021 Strategic Plan.

 

David’s background includes his service as a board member and past president and vice-president of the Board of School Trustees for the Brownsburg Community School Corporation. A graduate of Ball State University, David earned a bachelor’s degree in journalism and a minor in political science. Together with his wife, Sharon, David lives in Brownsburg, Indiana, and they have two sons, Blake and Daniel.

Tobias Hendricks

Throughout my twenty-plus-year career, I've worked entirely in the Indianapolis area with companies involved with critical infrastructure. I've worked to continue my relationships with security individuals throughout the region. I've shared knowledge through ISAC conference presentations and mentored multiple junior professionals in their cybersecurity careers. I've also continued and updated my education from various institutions and attained computer information science and data science degrees. As an Indiana InfraGard Members Alliance board member, I would encourage an environment of shared information and learning.

Kyle Johnson

Kyle Johnson is a Principal Information Security Consultant in the Central U.S. Region. As part of the Strategic Services team, Mr. Johnson provides risk management and assessment services to organizations of all size. He regularly delivers staretgic program assessments and tabletop exercises and assists organization with incident response preparation.

Professional Experience
 

Mr. Johnson has years of experience in security operations, risk management, analysis, and overall program strategy and oversight. Prior to joining Mandiant, Mr. Johnson was a local security consultant consultant who helped organizations prioritize and mitigate security risk within their environment. Mr. Johnson was also the Information Security Officer for a universaity where he was responsible for enhancing the overall security program by conducting security awareness initiatives, implementing policies and procedures, and decreasing the security risk to the organization. He began his career as a security analyst for a Fortune 250 organization where he was tasked with responding to and hunting for security events and incidents.

Dr. Rajiv Sharma

Dr. Rajiv Sharma is a world renowned board certified gastroenterologist, national speaker, writer, author, health media expert, media correspondent and entrepreneur. He is licensed to practice medicine in multiple US states. Dr. Rajiv was born and raised in Punjab, India. After graduating medical school in India he relocated to the USA to pursue Internal Medicine training at Loma Linda University, California and then advanced Gastroenterology training at University of Rochester, New York. A scholar at heart, he has received multiple awards throughout his illustrious career, including Walter McPherson Society's Research Excellence award. He teaches medical students at Indiana University School of Medicine, Indianapolis and Marian University,Indianapolis.

 

Dr. Rajiv, author of the book Pursuit of Gut Happiness, believes in the transformative strength of media and education. He frequently speaks at numerous universities and professional meetings.

 

Dr. Rajiv has been featured on/in PBS, 6ABC, 14News,CBS/Fox, NBC, SiriusXM Health/NYU Langone, McGill University’s Dr Joe Schwarz radio show, Courier & press, Tribune Star, Wabash Valley health; Magazines: Women’s health magazine; Guest speaker at numerous universities and professional meetings; Podcast guest- Humarian, Becker’s Healthcare circulation to name a few.

 

He serves as an advisor to multiple healthcare technology companies, healthcare media & marketing companies. He is active with national and International charities, especially the ones focused on improving education about health and wellness, providing food and clothing to underprivileged families.

 

Dr. Rajiv has worked with Indiana Cancer Consortium to enhance access to care for primary prevention of cancer. He frequently consults on new healthcare technology, pharmaceuticals, nutraceuticals and wellness products.

 

The Office of the Governor of Indiana, Eric Holcomb and Chief Equity Officer Karrah Herring, JD awarded him the Innovation and Entrepreneurship award in 2022. A healthy population is the true wealth of any nation. Dr. Rajiv intends to create a global village of health and enhance the quality of human life. He has served on the Board of Directors of PSISAO: Public safety and Information Sharing Organization, and has given lectures on Medical Cybersecurity at Becker’s Healthcare and Technology conference in Chicago.

Darryl Togashi

Dear Board Members,

I would like to nominate myself for the InfraGard Indiana President position.

 

As a dedicated member of InfraGard Indiana since 2015, I have consistently shown my commitment through active involvement in a multitude of initiatives and partnerships focused on enhancing the security of Indiana's critical infrastructure and cybersecurity. Collaborating with Clifford in the government and education sectors introduced me to InfraGard, I played a supportive role in event organization, speaker recruitment, and coordinating meetings. For the past two years, I have had the privilege of serving as the Vice President of InfraGard Indiana, contributing to InfraGard's Mission.  I hope to continue to be involved and carry on the mission that is important to your State and Nation’s security.

 

One of my significant‌ contributions is my involvement with the Indiana Governor's Cybersecurity Council, now IECC, since 2017. I was part of the original team that helped develop Indiana's first cybersecurity initiative. I’ve also co-chaired a statewide initiative in developing Indiana's first Cybersecurity TSAP among public Indiana universities. As the Indiana State Director for CCDC, I manage statewide competitions involving venues, food, judges, industry sponsors,  Red Teams, White Teams, Zoom meetings, and competing teams. I am also involved with the MidWest Regional CCDC competitions. We have contributed to helping to build and train some of the top cybersecurity teams in the Nation.

 

Internet 2.0 recently awarded me with the Outstanding Leadership Award for my leadership achievements and efforts in promoting cybersecurity.

 

If elected as the InfraGard President, I will continue to foster a positive and professional environment for all members to grow. I will work towards further strengthening the partnership between the FBI and the private/public sectors, with a focus on mitigating threats to Indiana's critical infrastructure. Together, we can ensure the security and resilience of our state's vital systems and networks.

Valita Fredland

I am VP, Senior General Counsel for Community Health Network, Inc. in Indianapolis, Indiana. I have been a Chief Privacy Officer for more than twenty years, serving large organizations of 20,000+ employees, as well as a small tech company. Information privacy and security is my passion. Even when I am not at work, I study and teach about information privacy and security. I have taught graduate privacy courses in IUPUI’s HIMs program and in the McKinney School of Law.

 

I am a long-time member of the International Association of Privacy Professionals and hold several of their Certifications. Along with several privacy and security colleagues, I helped to start and am on the Board of the Indiana Security and Privacy Network.

 

More recently, I am an invited member of the Governor’s Indiana Executive Council on Cybersecurity and original member of InfraGard Indiana.
 

My belief is that providing education and resources to businesses and individuals is one of the best ways to minimize risks of ever-changing cybersecurity threat landscape. This is the power of InfraGard. I would be honored to serve InfraGard and to bring energy, innovation, and collaboration to grow its influence and to share its knowledge. I have served as Board President for several local Boards of Directors and offer to be involved and organized. I would like to see our membership grow and to develop successors for the leadership roles on the InfraGard Indiana Board.
